This property is used when creating Split Datepickers.
When not empty, this property will define the minimum hour that is selectable using the control. It can be used in conjunction with the End Hour Expression property to define the valid hour range.
The validations associated with this property are client side. Additional server-side validations may be necessary, see Split Datepicker control type for more information.
