There are platforms where auditing Logical Units of Work (LUW) is not supported.
Other platforms' implementation may require special (elevated) privileges (permissions) to be assigned to the application user. In this very last situation, the database administrator may not want to grant the required permissions and, therefore, the feature must be disabled.
